Selim ÜLKÜ

Founding Partner

Selim Ülkü, who is a graduate of Electronics and Communications Engineering, started working in the field of smart cards and technologies since 2000, with his 15 years of work experience in the telecommunications sector at Türk Telekom A.Ş.

He has been one of the most important contributors to Plastkart/Thales in Türkiye since its establishment until today.

He also played a role in the development of AkiS “National Smart Card Operating System” developed by Tübitak-Bilgem.

He represented his institution with numerous technical trainings abroad, the MBA program on Japanese style business model and leadership he attended in Japan, his memberships in international technology committees, the seminars and global meetings he attended.

He participated in PORVOO meetings held by the committees that set the standards for passports and digital identity cards in the European Union.

In this process, which started with the global pandemic and chip crisis and affected all our customers in Turkey extremely negatively, he left Plastkart/Thales in Türkiye, where he was working, in order to prevent similar problems from occurring again and to regulate the regional asymmetric vendor structure in the market, and founded his own company called Silicium with other professional colleagues who wanted to move towards the same goal.

Orhan KILIÇ

Orhan Kılıç, who graduated from Business Administration and Management Information Systems, made a fast start to his career life by establishing his first company in 1995.

Since then, he has made significant contributions to our country’s economy by continuously making new investments, especially in IT and service sectors. Between 1995 and 2011, he established and personally managed nearly 10 companies in IT sectors.

Founded in 2011, his company E-IMZATR was certified as an Electronic Certificate Service Provider (ESHS) by the Information and Communication Technologies and Communications Authority (BTK) on February 02, 2014.

E-IMZATR is the first company to use 100% National Infrastructure Software. E-IMZATR is authorized in Electronic Signature, Time Stamp and SSL issues and continues its services with its branches all over Turkey, based in Ankara.

Orhan Kılıç, one of the leading businessmen of our country in the field of Software, Information Security and Electronic Publishing, still undertakes the management of his companies.

Orhan Kılıç, who is known not only for his business life but also for taking part in many civil society organizations, continues to make material and moral contributions to his region and to contribute to the education of many university students by giving scholarships.

Orhan Kılıç added a new one to his investments in IT sector with his decision to invest in Silicium, which was decided to be established in March 2023 by professionals specialized in payment and government field, and its professional intellectual structure.

Öner ÇETİNKAYA

Founding Partner

Öner ÇETİNKAYA completed his secondary and high school education at TED Ankara College in 1999. He graduated from Bilkent University Faculty of Business Administration in 2003. In 2008, he studied at Bilkent University’s Economic Law academic program on the legal infrastructure of the market economy, the interaction of law and economy, competition law and economic regulation.

Öner ÇETİNKAYA started his career as an Internal Auditor at Yapı ve Kredi Bankası in 2003. Within this time frame, he carried out audit/investigation activities in the field of Banking in many provinces in 7 regions of Türkiye. In 2008, he started a new episode in his career as a Senior Consultant at the international company IBM (International Business Machines). During this period, he worked as a senior project manager in the change management/transformation projects of Türkiye Vakıflar Bankası T.A.O and Türkiye Halk Bankası A.Ş. He founded IBM Government Relations office in 2010 and managed this business unit for 2 years.

Between 2012 and 2017, he worked as the Government Programs – Türkiye and Turkmenistan Regional Manager of the Thales (formerly known as Gemalto), which operates in the fields of Digital Security, Transportation, Defense and Aviation.

As of October 2017, ÇETİNKAYA was appointed as the Türkiye General Manager of Thales local entity, which plays a role in projects that contribute to the development of our country in every field and the production of its own technologies (High Speed ​​Train and Light rail systems signaling projects, naval combat systems project, Military air radar systems modernization project, Air traffic control systems project, Turkish Armed Forces Smart Card project, Digital Tachograph Card project, Electronic Signature Cards, Turkish Football Federation Passolig Card project, Bank Credit Card projects, etc.).

Contributions and devoted work, especially in the Turkish Identity Card, Turkish Second Generation Passport, Turkish Local & National Passport projects carried out under the coordination of the Ministry of Interior(Türkiye), were perceived with appreciation and favor.
